The subject of the order is the delivery of line for packing the cold-bent, induction welded tubes and shapes, made of cold-rolled sheets and hot-rolled sheets without coating and with zinc (Zn), zinc-aluminium (Zn-Al) and aluminium-silicon (Al-Si) coatings, necessary for the Ordering Party to complete the project titled: “Increase of the competitiveness of KIEPUREX company by implementing the results of R&D works regarding innovative, light-wall tubes and shapes” within the framework of Measure 3.2 Support of implementations of R&Dworks results, Sub-measure 3.2.1 Research for the market of the Intelligent Development 2014 – 2020 Operational Programme, co-financed by the European Regional Development Fund.

Order’s purpose

The subject of the order the line for packing the cold-bent, induction welded tubes and shapes, made of cold-rolled sheets and hot-rolled sheets without coating and with zinc (Zn), zinc-aluminium (Zn-Al) and aluminium-silicon (Al-Si) coatings. This equipment is necessary for the Ordering Party to complete the project titled “Increase of the competitiveness of KIEPUREX company by implementing the results of R&Dworks regarding innovative, light-wall tubes and shapes” of the Intelligent Development 2014 – 2020 Operational Programme
co-financed by the European Regional Development Fund.

Order purpose

The subject of the order is the line for packing the cold-bent, induction welded tubes and shapes, made of cold-rolled sheets and hot-rolled sheets without coating and with zinc (Zn), zinc-aluminium (Zn-Al) and aluminium-silicon (Al-Si) coatings.

This line should cooperate with high productivity tube mill Fives OTO 6325.

Technical data:

Range of packed tubes: Ø 16 – Ø 63.5 mm
Range of packed shapes with square cross-section: 12×12 – 50×50 mm
Range of packed shapes with rectangular cross-section: 10×15 – 70×30 mm
Oval and flat-oval products are also to be packed.

Thickness of shape walls: 0.7 – 2.5 mm

Length of packed shapes: 4 – 8 m

Size of packs: 250×250 – 600×600 mm

Packing:
Tubes – hexagonal packs + square packs with wooden strips;
Square and rectangular shapes – square packs with square or rectangular cross-section;
Oval and flat-oval products – packs with square or rectangular cross-section, in wooden strips.

Speed of packing:
Tube Ø 63.5/1.0 (production speed 100 m/min.)
Tube Ø 63.5/2.5 (production speed 75 m/min.)
Tube Ø 16/0.8 (production speed 130 m/min.)

Fully automatic packing, including binding

Time of line delivery: 15.06.2017 at the latest

Start-up period: 6 weeks from the date of delivery at the latest

Guarantee: minimum 12 months for mechanical parts, minimum 12 months for electronic parts, from the date of start-up.

Time of service reaction: by modem – maximally 12 hours (on working days); travel time –during the guarantee period: 4 days at the latest, – after the guarantee period: 5 days.

Availability of spare parts: at least 5 years from the date of delivery for electronic parts, at least 10 years from the date of delivery for mechanical parts

The line for packing is consistent with CE requirements on the European market.

The Ordering Party requires that all machines are new and accompanied by all documents approving them for trading and using which are required by European law and that they meet all the parameters specified in the inquiry.

Schedule of order completion

Time of line for packing delivery: 15.06.2017 at the latest

Start-up period: 6 weeks from the date of delivery at the latest

Authorizations for performing specific activities or actions

The Tenderers may compete for awarding the order if they fulfil the following conditions: they hold authorizations to perform specific activities or actions, if the obligation to hold such authorizations is imposed by laws; the fulfilment of this condition will be verified on the basis of extract from the register of entrepreneurs (KRS), EU VAT certificate.

Knowledge and experience

The Tenderers may compete for awarding the order if they fulfil the following conditions: they possess necessary knowledge and experience in the scope covered by the subject of inquiry. Experience in building the line for packing: at least 3 lines for packing, consistent with the requirements described above, confirmed by letters of reference, with a possibility to visit a production plant.

Technical potential

The Contractor shall possess necessary technical potential allowing the execution of delivery of line for packing the cold-bent, induction welded tubes and shapes described in the order’s subject.

Economic and financial situation

The Contractor shall be in economic and financial situation allowing the execution of the order subject. The fulfillment of the condition will be verified on the basis of a declaration that its economic and financial situation allows the execution of the contract, in the content of the tender form – Appendix 1 to this inquiry.

Additional conditions

The Ordering Party reserves the right to cancel the inquiry at any time, without giving a reason. The Ordering Party may cancel this inquiry or change its content at any time and without giving a reason. If the changes have an influence on the content of offers submitted in the course of the proceedings, the Ordering Party shall prolong the time for offers submittal. The Ordering Party reserves the right for a contractual penalty amounting to 0.3% of the order value for each day of delay in order execution.

List of documents/declarations required from the Contractor

The Supplier shall be obliged to present the following documents:

  1. Company’s registry document, if the Supplier has not cooperated with the Ordering Party so far.

  2. EU VAT certificate.

  3. Technical parameters of the line for packing.

  4. Technical drawings of the line for packing.

  5. Conditions and scope of guarantee.

  6. Conditions and scope of delivery.

  7. At least 3 letters of reference confirming delivered and put into operation (acceptance protocol) line for packing the cold-bent, induction welded tubes and shapes.

The Buyer accepts the possibility to submit the above-mentioned documents in Polish or English.

Complementary orders

Complementary orders are not expected.

Offer assessment

Criteria of assessment and description of manner of points awarding

The offers of contractors fulfilling the required basic criteria will be subjected to the assessment. Criterion of assessment:

2. Service

20 points – shall be awarded to the Tenderer which will propose the following actions related to service:

– participation in equipment start-up;

– making the line for packing software available for the company’s service of Kiepurex;

– time of service reaction ≤ 2 days.

10 points – shall be awarded to the Tenderer which will propose the following actions related to service:
– participation in equipment start-up;

– making the line for packing software available for the company’s service of Kiepurex;

– time of service reaction ≤ 3 days.

5 points – shall be awarded to the Tenderer which will propose the following actions related to service:
– participation in equipment start-up;

– making the line for packing software available for the company’s service of Kiepurex;

– time of service reaction ≤ 4 days.

3. Time of delivery

20 points – shall be awarded to the Tenderer which will propose the time of delivery shorter or equal to 15.06.2017;
10 points – shall be awarded to the Tenderer which will propose the time of delivery from 16.06.2016 to 30.06.2017;

5 points – shall be awarded to the Tenderer which will propose the time of delivery over 01.07.2017;

4. Duration of guarantee period and delivery of spare parts

20 points – shall be awarded to the Tenderer which will offer:
– guarantee for mechanical parts – min. 18 months;
– guarantee for electronic parts – min. 12 months;
– ensuring the delivery of spare parts – for min. 10 years for electronic parts;
– ensuring the delivery of spare parts – for min.15 years for mechanical parts.
10 points – shall be awarded to the Tenderer which will offer:
– guarantee for mechanical parts – min. 12 months;
– guarantee for electronic parts – min. 12 months;
– ensuring the delivery of spare parts – for min. 7 years for electronic parts;
– ensuring the delivery of spare parts – for min. 12 years for mechanical parts.

5 points– shall be awarded to the Tenderer which will offer:
– guarantee for mechanical parts – min. 12 months;
– guarantee for electronic parts – min. 9 months;
– ensuring the delivery of spare parts – for min. 5 years for electronic parts;
– ensuring the delivery of spare parts – for min. 10 years for mechanical parts.

Exclusions

The order shall not be awarded to entities which are associated personally or by capital with the Ordering Party. The capital or personal relations shall be understood as the interrelations between the Ordering Party or the persons authorized by the Ordering Party to undertake obligations on behalf of the Ordering Party or the persons performing, on behalf of the Ordering Party, the actions related to preparing and conducting the contractor selection procedure and the contractor, consisting, in particular, in:

1) participation in a company, as a partner in a partnership or private partnership,

2) holding at least 10% of shares or stocks,

3) fulfilling the function of a member of supervisory or managerial body, authorized agent, or attorney,

4) staying in a marriage, blood relationship of first degree or linear affinity, blood relationship of second degree or collateral affinity of second degree or in adoption, custody or guardianship relation.
